My guess would be a slightly droopy allium species. We have several natives, including Allium canadense, which is found in your area. It sure looks like this one. There are some cultivars, too, which would explain its presence in a garden. Reply
It looks like Sicilian honey garlic, Nectaroscordum, which I believe is (or was) a kind of allium. Reply
